My simplest and most effective prop (if you want to call it that) last year was this:
I combined a monster howl FSX with a Happy Halloween voice over I made (dark and erie read) and burned it to CD.
I put one of my loud speakers under the table that I had the candy on which was covered with a black table cloth.
When kids took candy I fired off the effect which sounded like a monster under the table. The blast of the sfx had them running and screaming out of my yard.
It doesn't get any simpler than that.
This video is pretty blurry but you can hear the fx perfectly.
