There are so many variations on this project. Check out the Monster List for a lot of great examples.

JD is correct, lots of flexibility in fence size. I do think 3 feet is a little low, however. Our fence sections are about 4 feet tall and about 5-6 feet long. That makes them easy to handle and store in the off season.

At Ghost Train, we've been using cargo pallets (modified a bit) as our fences. Since our guests are riding by on live steam trains, their eyeline is about 4 -5 feet above ground. Basically what we do is have someone sit in an ordinary metal chair, then measure from there.

mine are 5 ft tall and eight foot wide. The reason I chose this is the PVC is ten feet in length. You only have to cut it in the center and you have two bars of equal length. Makes it easier to do all the figuring on how much material to buy and no waste. Use longer thicker rebar to hold it up and I drill a hole in the 1x2 at each end and join them together with pull ties.
Also, the 1x2s I use for the top and bottom beams are 8 ft in length. Besides being a standard common unit of measurement, sticking to 8 ft sections gives you a better chance of not going past the boundaries of your lot when you put it up. Most areas are a multiple of eight. I discovered this when i heasured the area and divided by 8.
Finally, eight foot sections can be cut in half in order to make up a little bit of extra space needed. Say you have a lot that's 84 feet on one side. That's ten sections and one four footer. See? You'd be surprised how often it works out that way .
Have fun! My fence is what made it all work. It allows me to run electrical all the way around the yard without any dangerous cords lying on the ground etc.

oh also I measured the entire area and used my computer - you could use graph paper if you want - to lay it out. Then I built the two different size sections to match my schematic. And I numbered them so there'd be no guess work later when I put it up again.
Once I laid mine out, and counted the number of PVC pipes and 1x2s I needed I bought it all at once and just cut and drilled everything in one shot. Then It was a very simple matter to just assemble sections from my pile o' parts until I ran out of 'em. :-)

I'm making my fencing using a picket design, which is lower in height than an iron styled fence. But pickets aren't tall fences.
My panels are 3' high x 6' wide.
Here is a thread I started. I just finished building the last panel this afternoon.
