Gluing Craft Plastic To Pink Foam?

I want to glue small pieces of craft plastic to the edge of a cutout made of pink foam. What are some good adhesives to use? At thisforthat.com they suggest LePage's epoxy (which I can't find locally) or hot glue (which I doubt would stand up to the elements). What alternatives are there? This is for an outdoor display, so it needs to stand up to sun/rain/wind for a month. I'm in Texas, so the sun can get hot even in October, and summer storage in my garage gets pretty toasty too.

For context, the cutout has shaggy fur. I want to cut a bunch of shaggy bits to stick out from the edges at various angles. So pretty small pieces, thin pointy shapes maybe an inch across at the base and no more than a couple inches long.

(My original plan was to cut the shaggy bits into the foam with the rest of the cutout. But once I started, I realized all those thin foam pieces were going to start breaking off with any amount of handling. Plus the thinner, more flexible craft plastic will make the shag flutter a little in a breeze, which sounds like it'll be cool.)

I would use Gorilla Super Glue Gel. It sets within seconds, unlike regular Gorilla Glue which requires clamping or weighting. I’ve used it to glue loose soles on my walking shoes and it has held up beautifully.

We use hot glue all the time to attach plastic parts (usually 3d printed pla parts) to rigid foam insulation. The only problem is getting the glue too hot which causes it to melt the foam. Aside from that, we've had no problems with durability. This is in Pennsylvania which involves plenty of rain, sometimes lots of sun and generally a mix of weather conditions. It's great because you only have a short tacky time and then it's adhered with no long curing time.
