Sounds like an episode of that foolish show Jackass. 
Anyone who would do dumb **** like this deserves a jolt intense enough that would sterilize them for the rest of their natural lives. There are way too many human equivalent of dung beetles in this world like it is without compounding the error by allowing these nimrods to breed and have more.
