This was a rough vote for me too, but I finally chose Dog Soldiers. I think it's the incredible tension that builds up in that house in the woods that makes me enjoy it so much.
These are two of the rare werewolf movies that are actually pretty good, but I think all in all Dog Soldiers is better simply because it's a pure werewolf movie, whereas Ginger Snaps is a coming-of-age/trying-to-fit-in movie masquerading as a werewolf movie.
